Couldn’t download anything, Temporary Internet Files folder was empty, and could not set the amount of space to be used to cache it would show zero, and if you tried to set it, you would get a message that the size needed to be between 8 and 8.

If you set it at 8, then left and came back to it, it would be back to zero. And as you can imagine, browsing with no ability to cache was very difficult. Some pages couldn’t load at all, and other took forever. I tried several suggestions I found online to fix this problem moving the Temporary Internet Files folder, deleting cache and low cache keys in the registry, etc and nothing seemed to help.

So in frustration, I downloaded Chrome and installed it, and am able to use it without a problem. Will take some getting used to, and some time to collect cookies and web pages from frequently visited sites, but it is at least allowing me to download and browse. Since then, I have run the program again, and am posting the new results below.
