There is actually a link on the dialog where it asks you to sign in or create a new account that allows you to create a local user, no need to unplug the network cable. However, I think it’s kind of ironic that you have to unplug a windows 10 pc from the network in order to set it up I have found the latest builds of Windows 10 that there is NOT an option to create a local user. I have looked very carefully at the screens. Unplugging the network cable during post-install setup does work, though, and just choose “I don’t have internet”.
